Can anyone register as a Kazi or registrar?
No. Every authority account goes through PENDING_VERIFICATION and requires admin approval before it becomes ACTIVE.
How do married persons get an account?
A verified authority creates the marriage application; the bride and groom each activate their own account by mobile OTP — the authority never sets or sees their password.
